Land management activity

The main designation of land management works is creating a land management documentation (technical documentation, land allocation projects), which includes legal, economic and technical documents needed for allocation, transfer, withdrawing (buying out), alienation, split or unification of land plots and change of their target use (re-zoning).

1. Drawing out land management projects on land plot allocation

Land management project on land plot allocation is worked out on the grounds of:

  • decision issued by a village, settlement, city council, district, Kyiv or Sevastopil city state authorities, which are empowered to transfer land plots into use or ownership
  • agreements concluded between land owners and land users and land allocation project developer
  • court decision

Land management projects development regarding land plot allocation for an object construction includes the following items:

  • Examination and analysis of prior approval and object location materials
  • Examination and analysis of a construction general plan or other documents justifying size and boundaries of a land plot projected for allocation
  • Specification of a land plot projected boundaries in the field, their accordance with a respective general plan of construction
  • Adjustment of boundaries of the land plots projected for allocation with local state authorities on land resources
  • Land plot location scheme (tracing of a map) drawing out
  • Working out a land allocation project with encumbrance and easement areas marked on it
  • Land plots' area calculation and working out an interpretation relatively land areas pursuant to Form No. 6-zem
  • Drafting of a project survey stationing (if applicable)
  • Calculation of compensable damages caused by land users and landowners (if applicable)
  • Land plot soil covering characterizing (if applicable)
  • Calculation of compensable damages to agricultural and/or forestry production (if applicable)
  • Text and graphical project parts working out
  • Explanatory note making up

2. Drawing out technical specifications on land management for title documents execution, except for split and unification of land plots

Technical specifications on land survey for title documents execution include:

  • explanatory note
  • technical requirements for title documents execution
  • copies of applications from physical persons or legal entities
  • field geodesic survey and land plot plan, made up based on a cadastral survey
  • decision of a state executive authority or body of local self-government about land plot transfer into ownership or use, including its leasing
  • acceptance act on boundary mounts preservation
  • act on boundaries transfer in kind (in the field) of protective zones, sanitary protective and sanitary defensive zones, land usage special regime zones, if any
  • land plot cadastral plan
  • list of existent encumbrance and easement areas within land plot

3. Drawing out technical specifications on land management for title documents execution in case of land plots split or unification

 Technical specifications on land survey for title documents execution, when a land plot is split or unified, include:

  • explanatory note
  • technical requirements for title documents execution
  • copies of title documents to land plots
  • plans of land plots to be unified into a sole land plot, or plan of a land parcel to be allocated into a separate plot
  • field geodesic survey materials
  • acceptance act on boundary mounts preservation if a land plot is divided according to the bound of division
  • list of existent encumbrance and easement areas within land plot
  • notarized consent of pledge holder or land user to land plot split or unification (provided that a land plot is pledged/is in use)
